Minimum School Funding
The Blueprint for Maryland’s Future includes strong accountability measures to ensure education funding reaches the students and schools it is intended to support. Under Pillar 5: Governance & Accountability, local school systems must meet new Minimum School Funding (MSF) requirements that increase transparency around how Blueprint funds are distributed and spent.

The law requires that at least 75% of per pupil Blueprint funding tied to the Foundation Program and targeted student supports be traceable to individual schools. In addition, 100% of Concentration of Poverty funding and 100% of funding for eligible full-day prekindergarten private providers must directly reach the intended schools and programs.
To support accountability, local education agencies (LEAs) submit monthly financial reports to the Accountability and Implementation Board (AIB), which monitors compliance at both the district and school levels. The Maryland State Department of Education (MSDE) also collects and reports school-level financial data to provide greater public transparency regarding educational investments.
The AIB reviews each district’s progress toward meeting Blueprint implementation goals and may determine whether Blueprint funds are released or withheld based on compliance and implementation progress. These measures are designed to ensure that resources are equitably distributed and aligned to student needs across all schools.
