Teaching certificates are issued by the Maryland State Department of Education. Applicants for a teaching position should possess one or have sufficient qualifications to obtain one. The Praxis Series™ is an Educational Testing Service (ETS) program that provides tests and other services for states to use as part of their teacher certification process.
