NORTHERN HIGH SCHOOL REPLACEMENT PROJECT

Northern High School is situated on approximately 113 acres on Chaneyville Road in Owings, MD on a campus style setting. The campus consists of 4 buildings: the Northern High School building, the Northern High Gymnasium, Northern Middle School, as well as the Mary Harrison Performing Arts Center.
The purpose of this project is to fully replace the Northern High School building and renovate the approximately 37,000SF Mary Harrison Performing Arts Center. The proposed new building will be designed to an SRC of 1500 students and will be approximately 250,000SF when complete.
The Northern High School Replacement project has been registered and will be certified for a LEED Silver rating in conformance with Leadership in Energy and Environmental Design certification (LEED V2009) through the United States Green Building Council.
The management structure of the Northern High School Replacement project will be a traditional design/bid/build model. Through the course of the design and construction phase, the commissioning authority shall coordinate with the A/E, owner and contractor, however, the commissioning authority (CXA) shall be contracted directly with Calvert County Public Schools.
The Design team for this project consists of GWWO Architects and Gipe Associates for MEP design. Schematic Design is complete and design development is underway. Construction is expected to start in Summer 2015 with a duration of 40 to 48 months.
A fully detailed Scope of Services document is attached for the benefit of the offeror. The Scope of Services document outlines the requirements of the proposal to be submitted by the offeror and the format the information shall be provided in.

Calvert County Public Schools shall review all proposals, select, and rank the most qualified consultants. The selection shall be based on performance on similar projects and fee.

This procurement is entirely locally funded by the Calvert County Commissioners via CCPS. Minority Business Enterprise (MBE) and Small Business Interests are encouraged to participate as either a prime offeror or as a consultant to a prime offeror. An MBE participation goal has not been established for this solicitation. This request for proposal will be posted on the CCPS Construction Department website in addition to being advertised in the local newspaper and EMD Marketplace.

Regarding Individuals Registered on a Public Offender Registry

Maryland Law requires certain sex offenders to register with the State and with the local law enforcement agency in which they reside, work and/or attend school. Section 11-722(c) & (d) of the Criminal Procedure Article of the Annotated Code of Maryland states, ”A person who enters into a contract with a county board of education or a nonpublic school may not knowingly employ an individual to work at a school if the individual is a registrant.” A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $5,000 or both. If a registered sex offender, as determined by the definition contained in the Criminal Procedures Article of the Annotated Code of Maryland, is employed by an interest doing business with CCPS, said interest is prohibited from assigning that employee to perform management, delivery, installation, repair, construction, or any type of services on any CCPS property, including the project property. Violation of this provision may result in Termination for Cause.
