NORTHERN HIGH SCHOOL REPLACEMENT PROJECT PRE-QUALIFICATION TO BID AS A GENERAL CONTRACTOR

OVERVIEW::

Calvert County Public Schools (CCPS) is seeking the services of qualified General Contractors for the Northern High School Replacement project. CCPS is requesting Pre-Qualification proposals from interested firms at this time. Pre-qualification proposals shall include the following information:

  • Letter of Interest
  • Recent projects highlighting Maryland K-12 Public School construction experience. Details to include:
    o Facility Types (Middle and High Schools)
    o Square Footages and Project Costs
    o New, Renovations and Phased Construction
    o Project Delivery Method (GC, CM at Risk, CM at Agency, etc.)
  • Staff Resumes
  • Appropriate Maryland licenses
  • Bonding capacity
  • References
  • AIA SF 254/330 or Equivalent may be included in the package as a supplement.

 

BACKGROUND:

The purpose of this project is to fully replace the Northern High School building and renovate the approximately 37,000SF of the Mary Harrison Performing Arts Center which resides on the same campus. The proposed new building will be designed to an SRC of 1,420 students and will be approximately 250,000SF when complete.

The Northern High School Replacement project will be registered and will be certified for a LEED Silver rating in conformance with Leadership in Energy and Environmental Design certification (LEED V2009) through the United States Green Building Council.

The design phase will be complete in March 2016. Construction documents will be issued to contractors in May 2016 and bid/award is scheduled for June 2016. Construction is expected to commence in August of 2016 with an approximate duration of 40 months.

SELECTION PROCESS:


CCPS staff shall review all pre-qualification submissions and inform each firm of their approval status. The selection shall be based on the criteria listed below.

Experience in Maryland Public School Construction (Middle and High School)
• Experience with Phased Construction
• Experience with LEED Construction
• Capability and availability of personnel
• Bonding Capacity
• References

Two (2) hard copies (faxed and electronic submissions will not be accepted) of the Pre-Qualification submissions are due by 4:00PM on March 9, 2016 and should be sent to the attention of:

EMPLOYMENT OF SEX OFFENDERS:

Maryland Law requires certain sex offenders to register with the State and with the local law enforcement agency in the county in which they reside work, and/or attend school. Section 11-722(c) &(d)of the Criminal Procedure Article of the Annotated Code of Maryland states, “ A person who enters into a contract with a county Board of Education or a nonpublic school may not knowingly employ an individual to work at a school if the individual is a registrant. A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $5,000 or both. If a registered sex offender, as determined by the definition contained in the Criminal Procedures Article of the Annotated Code of Maryland, is employed by a firm, then that firm is prohibited from assigning that employee to perform management, delivery, installation, repair, construction, or any type of services on any Board property. Violation of this provision may result in Termination for Cause.

Criminal Background
Section 6-113 of the Education Article of the Maryland Code requires that a contractor/vendor or subcontractor for a local school system may not knowingly assign an employee to work on a school property with direct, unsupervised, and uncontrolled access to children if the employee has been convicted of or pled guilty or nolo contender to a crime involving a sexual offense, child sexual abuse, and crimes of violence.

The contractor/vendor shall require of its employees and any employee of a subcontractor or agent, who will have direct, unsupervised and uncontrolled access to children on school premises, to be finger printed and undergo a criminal histories records check, as required by Section 5-560 of the Family Law Article, Annotated Code of Maryland. The contractor/vendor will not knowingly assign an employee, or permit any employee of a subcontract or agent, to work with direct unsupervised and uncontrolled access to children on school premises if the employee has been convicted of or pled guilty or entered a plea of nolo contendere to a child sexual abuse, a crime of violence, or a sexual offense in the third or fourth degree under the criminal laws of the State of Maryland. Violation of this provision may result in Termination for Cause.
