Installation of a new 20 year NDL Hybrid Built Up/SBS Modified Membrane roof system, insulations, roof drains,and various other appurtenances as indicated. Approximate area 26,700 SF.

NORTHERN HIGH SCHOOL REPLACEMENT

ARCHITECTURAL/ENGINEERING CONSULTANT

Calvert County Public Schools is requesting proposals from qualified firms with proven experience with the Maryland Public School Construction Program to provide planning, design, bidding and construction administration services for the replacement of the Northern High School facility and site improvements.

The work shall embrace the requirements set forth in the educational specifications for Northern High School, as approved by the Calvert County Public Schools (CCPS) Board of Education on 7-14-2011.

Architectural and Engineering Firms having submitted proposals for the Northern H. S. Feasibility Study on November 2011 need only send a letter of interest and an updated AIA Standard Form 330. The documents submitted previously are still in our possession. If there is a need to update said documents it may be done so during this proposal process.

Interested Architectural and Engineering Firms not having participated in the Northern H.S. feasibility study RFP on November 2011 are to submit a letter of interest accompanied by three (3) copies of a company brochure which is to contain a summary of qualifications. Prequalification is required.

The submission shall include, but not limited to, the following information:

Letter of Interest
• Firm overview, personnel and consultants
• MD PSCP Experience
• Brief of similar projects and current contacts
• AIA Standard Form 330 or Federal Government standard formatted information acceptable

Architectural and Engineering firm letters of interest and/or the submission referenced above must be received at the Calvert County Board of Education Brooks Administration Offices, 1305 Dares Beach Road, Prince Frederick, MD 20678 by the close of business on April 2, 2013.

On April 8, 2013 Calvert County Public School staff introduced the specifics of the project and expectations of the RFP to interested Architectural and Engineering Firms. Attendance was highly recommended.

Three (3) copies of the RFP for design services are to be delivered to the Calvert County Public Schools Brooks Administration offices at 1305 Dares Beach Road, Prince Frederick, Md. 20678 by the close of business (4:30pm) on April 24, 2013, attention George R. Leah, Jr., Director of School Construction. From this group of submissions a short list of three to five firms will be selected and notification will be made on April 29, 2013. All other applicants will be notified by mail after this date.

Those firms having been notified of their selection will be asked to make a formal project presentation on May 7, 2013 at the Calvert County Public Schools Brooks Administration offices. The formal presentation and interview will be before a three member panel designated by the Superintendent of Schools.

The RFP submission shall include, but not limited to, the following information:

This is a performance based selection. The top ranked firm will be asked to submit a fee proposal for consideration. Should the first ranked offerer and CCPS agree to the scope of services and fee then a contract will be executed. In the event the top ranked offerer and CCPS do not come to an agreement, the second ranked offerer will be approached and so on.

NHS Project Scope

The Northern High School Facility was completed and occupied in 1972 with an Auditorium and Art Complex added in 1985. The facility is in great need of modernization. Building systemics are beyond their life cycles. The building core and instructional delivery spaces are not up to today’s standards or code appropriate, additional core and instructional space is needed to accommodate an increased enrollment and site utilization issues need to be addressed. Planning approval for this project was granted in the FY 2013 CIP. The first year of funding is to be requested in FY 2015 over a fiscal period of four years.

The Scope of Services will be further elaborated during the project presentation to be held on April 8, 2013. The basic fundamentals shall include, but not limited to, the adherence to the project educational specification, the guidelines and criteria established by the Maryland Public School Construction Program, any and all agency and code requirements, reviews and responses, LEED format, internal quality control oversight, life cycling, cost estimating and working with the commissioning agent provided by Calvert County Public Schools.

Upon award, the Architectural Engineering Firm will commence with information gathering, site visits, etc. with the assistance of the CCPS Construction Staff. CCPS will furnish drawings and a survey of the present conditions along with any and all assistance we can offer. Progress meetings will be held on a scheduled basis during all phases of the design process.

A presentation to the Board of Education shall be anticipated during the final stages of the Schematic Design. Below is additional factual information for consideration.

This procurement is entirely locally funded by the Calvert County Commissioners via CCPS. Minority Business Enterprise (MBE) and Small Business Interests are encouraged to participate as either a prime offerer or as a consultant to a prime offerer. A MBE participation goal has not been established for this solicitation. This request for proposal will be posted on the CCPS Construction Department website in addition to being advertised in the local newspaper and EMD Marketplace.

Regarding Individuals Registered on a Public Offender Registry

Maryland Law requires certain sex offenders to register with the State and with the local law enforcement agency in which they reside, work and/or attend school. Section 11-722(c) & (d) of the Criminal Procedure Article of the Annotated Code of Maryland states, ”A person who enters into a contract with a county board of education or a nonpublic school may not knowingly employ an individual to work at a school if the individual is a registrant.” A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $5,000 or both. If a registered sex offender, as determined by the definition contained in the Criminal Procedures Article of the Annotated Code of Maryland, is employed by an interest doing business with CCPS, said interest is prohibited from assigning that employee to perform management, delivery, installation, repair, construction, or any type of services on any CCPS property, including the project property. Violation of this provision may result in Termination for Cause.
